Express Entry for Senior Managers: Canada Invites Candidates With CRS Scores as Low as 389
A Canadian Experience Class candidate needed a CRS score of 519 to receive an Express Entry invitation on September 15, 2026.
One day later, Canada invited eligible senior managers with scores as low as 389.
That is a 130-point difference.
On September 16, Immigration, Refugees and Citizenship Canada (IRCC) invited 250 senior managers with Canadian work experience to apply for permanent residence.
For executives and senior managers working in Canada, the draw highlights an important point: a CRS score that looks too low for a regular Canadian Experience Class draw may still be competitive in a category-based Express Entry round.
What is the Senior Managers Express Entry category?
Canada introduced Senior Managers with Canadian Work Experience as a new Express Entry category in 2026.
Category-based selection allows IRCC to identify Express Entry candidates whose work experience matches specific economic priorities.
Candidates must still qualify for one of the immigration programs managed through Express Entry. But when IRCC holds a senior-manager round, eligible candidates in that category are ranked by their CRS scores.
That can produce a very different cut-off from a regular Canadian Experience Class draw.

Senior-manager CRS scores have fallen in 2026
Canada has now held three senior-manager draws since introducing the category:

The September score of 389 was the lowest cut-off yet for this category.
This does not mean 389 is now a general Express Entry cut-off. Nor does it guarantee that the next senior-manager draw will have a similar score.
It shows why category eligibility matters.
Who qualifies as a senior manager?
Having “manager,” “director,” “vice-president” or even “CEO” in your job title does not automatically make you eligible.
IRCC currently includes four occupational groups:
NOC 00012: Senior managers – financial, communications and other business services
NOC 00013: Senior managers – health, education, social and community services and membership organizations
NOC 00014: Senior managers – trade, broadcasting and other services
NOC 00015: Senior managers – construction, transportation, production and utilities
Your actual duties need to correspond with the appropriate National Occupational Classification. The job title alone is not enough.
How much Canadian work experience do you need?
To qualify for the category, you currently need at least 12 months of full-time work experience, or an equivalent amount of part-time work, within the previous three years.
That experience:
must have been gained in Canada;
must be in one eligible senior-manager occupation; and
does not need to be continuous.
You must also meet the requirements of one of the federal programs managed through Express Entry.
What if your CRS score is only 400?
This is where the category becomes particularly interesting. A senior manager with a CRS score of 400 would have been 119 points below the September 15 Canadian Experience Class cut-off. One day later, that same score would have been 11 points above the senior-manager cut-off.
The mistake would be looking at the CEC score of 519 and immediately concluding: “My CRS is too low for Express Entry.” A better question is: “Which Express Entry categories do I qualify for?”
For candidates who meet the senior-manager requirements, category-based selection can materially change how competitive a profile is.
What if you are a CEO, founder or business owner?
This requires particular care.
IRCC assesses the nature of the work performed, not simply the title on your business card or LinkedIn profile.
That can become important for founders, owner-managers and executives in smaller businesses where responsibilities may span several areas.
A candidate should make sure the NOC being claimed accurately reflects their actual duties and that their Canadian work experience satisfies the applicable Express Entry rules.
Do you need a Canadian job offer?
The senior-manager category is based on qualifying Canadian work experience, not simply having a future Canadian job offer. You need the required work experience in Canada and must separately qualify for an Express Entry program.
A job offer should therefore not be confused with eligibility for this category.
What happens if you receive an Invitation to Apply?
An Invitation to Apply is not permanent residence approval. Once invited through Express Entry, you generally have 60 days to submit your permanent residence application. The application must support the information in your Express Entry profile, including the work experience used to establish category eligibility.
For senior managers, employment documents and evidence of actual job responsibilities can therefore be particularly important.
Should senior managers with lower CRS scores enter the Express Entry pool?
If you have qualifying senior-management experience in Canada, a CRS score below recent CEC cut-offs should not automatically discourage you.
Canada has now held three senior-manager draws in 2026, with the cut-off moving from 429 to 392 to 389. There is no guarantee that future draws will continue this trend.
But the September draw demonstrates why senior managers should determine whether they qualify for the category before concluding that their CRS score is too low.
