Understanding the Canadian Work Permit System
The Temporary Foreign Worker Program (TFWP) is administered by ESDC and IRCC. In many cases, a Labour Market Impact Assessment (LMIA) is required to hire a foreign worker.
A positive LMIA confirms:
No Canadian citizen or permanent resident is available for the position.
The job offer is genuine.
The employer meets compliance standards under the TFWP.
Note: Certain jobs are LMIA-exempt due to trade agreements like CUSMA (formerly NAFTA) or international mobility programs.
Work Permit Eligibility Requirements
To qualify for a Canadian work permit, applicants must:
Prove intent to leave Canada when the permit expires.
Demonstrate financial stability.
Have no criminal record (police certificate may be required).
Be in good health (medical exam may be required).
Not work for ineligible employers or in prohibited industries.
Not exceed the 4-year cumulative work limit (with some exceptions).
How to Apply for a Canadian Work Permit
1. Outside Canada
You can apply from abroad, especially if:
You require a Temporary Resident Visa (TRV).
You need a medical exam.
You are applying through a Canadian visa office in your country.
2. Inside Canada
You can apply from within Canada if you:
Have a valid study or work permit.
Are a graduate of an eligible Canadian institution.
Hold a valid Temporary Resident Permit (6+ months).
Have submitted a permanent residence application from inside Canada.
3. At a Port of Entry (POE)
You may apply when entering Canada if you are from a visa-exempt country and meet specific requirements, including:
