Canada Slashes Immigrant Settlement Funding: What This Means for Newcomers in Ontario

Canada has announced a $98.1 million reduction in immigrant settlement funding for the 2026–2027 fiscal year. In Ontario alone, organizations supporting newcomers will see a 17.3% funding cut — dropping from $513.6 million to $424.6 million.

What Services Are Being Reduced?

Settlement funding cuts outside Quebec are expected to affect:

In addition to funding cuts, the federal government has already announced that English language classes beyond CLB Level 4 will end by September 2026. Refugee services will not be affected. However, economic immigrants and their families will face new restrictions.

New Time Limits on Settlement Services

Beginning April 1, 2026:

  • Economic class permanent residents (including spouses and children) will have access to settlement services for six years from confirmation of PR.

  • That window will shrink to five years starting in 2027.

  • Permanent residents who become Canadian citizens will no longer be eligible for settlement services.
